The following are details on the operating procedures required for all contractors during working on site. It may not include the full content.承包商应遵守国家及本地规章要求,以及业主与 的 环境、安全与健康标准。The contractor shall comply with the requirements of national and local regulations as well as the Client’s environment, safety and health standards.They shall also sign on the On-site Special Safety Plan (Appendix 01) and return the receipt. The contractor shall agree to accept the sign-off of the on-site special safety plan and ensure that they will comply with applicable rules and standards, including supervision and staff training.在现场施工过程中,承包商应自行负责现场所有承包商自己及其所有分包商所使用的临时支撑、支架、 斜撑、脚手架、机械设备、安全预防和安全装置等类似设施的设计施工、安装使用。即使合同约定可能有所不同,承包商也不能免除对自己的施工、安装、使用的安全责任。
Client/client’s representatives is entitled to suspend the contractor’s any work activities they believe is unsafe, until corrective measures satisfactory to Client/client representatives, with all expenses incurred thereof borne by the contractor. The contractor shall undertake the fines, losses and other costs imposed upon the project due to the contractor’s (including its any subcontractor) failure to comply with safety regulations.如果承包商未能在业主及其代表要求的时间内,对安全违章、危害或违规行为进行整改,业主及其代表有权采取任何补救措施,其中包括但不限于:停工、延付工程款、开除员工和/或罚款,并有权对问题进行整改,由此产生的费用均由项目从承包商工程款中扣除。
 
PPE
PPE includes the devices and clothing offering effective barrier between the personnel and hazardous objects, materials, environment or radiation.在项目现场上使用个人防护用品前,承包商应向项目安全部提交所有个人防护用品的样品以备批准使用,同时要附上厂商的说明书和相关证书。严重磨损和存在缺陷的个人防护用品不允许在现场使用,并应用状况良好的个人防护用品加以替换。The contractor shall provide and examine all PPE, strictly implement the dressing requirements of the project, including the wearing and use of PPE by its work staff as required.本项目强制要求现场作业人员必须配戴安全帽、安全鞋、安全眼镜、反光背心.
 
 
Minimum requirements for all construction areas in this project:
The safety helmets must be consistent with the national standards GB2811-2007 or the standard of the American National Standards Institute (ANSI).
安全眼镜符合  GB14866-2006标准及ANSIZ87.1-2010 (附带硬质侧防护罩)。
有荧光材料作明显标识的统一服装,或为所有员工提供显眼的反光背心。衬衫袖子必须至少4 英寸长,必须穿长裤。
The safety shoes shall be consistent with the standard GB21148-2007. And anti-puncture safety shoes protecting the toes shall be provided.

Eye Protection
所有操作区与施工现场都被认为是对眼睛有危险的区域。必须向所有人员提供满足国标要求的护眼用具。始终佩戴具有硬质/侧面保护的安全眼镜。在现场的操作/施工区域中不允许佩戴隐形眼镜。

For special jobs, protective measures shall be taken for the eyes and face. For example, in case of polishing and abrasive cutting, besides safety goggles with side protection, face shield (attached to safety helmet) must also be worn. In case of handling corrosive chemicals, goggles preventing chemical splash shall be worn, and in case of welding, masks with filters is required. Head-mounted masks are preferred. Handheld masks can only be used within designated safety areas and after a written consent is obtained.
Note: for certain operations, such as handling hazardous materials, much stricter requirements may be imposed on the protective apparatus.
For abrasive dust and debris of any material, face masks and safety goggles are required.
Foot Protection

Under any circumstance, it is strictly prohibited to wear sneakers, casual shoes, high-heeled shoes or open-toed shoes at the construction site.Rain boots with steel toe caps.
 
Head Protection
At the construction site, safety helmets fulfilling the Chinese standard GB2811-2007 must be always worn. Bump caps are unacceptable.如果具有暴露在旋转或移动设备的危险、化学品的污染或暴露于火,人员应佩戴合适的护发用具。All staff shall have their safety helmets clearly marked with the company logo and number, with the name printed above the brim. Hearing Protection
For places with the noise over 85 dB, the environment where normal communication cannot be done within 1m due to noise, or areas classified as “high noise” areas, hearing protection must be performed.

The Bidder must submit the system assurance plan to the Client, explaining how to plan, manage and monitor the overall system safety, reliability, availability and maintainability (RAM) requirements within its service scope, so as to ensure to fulfill the relevant design objectives effectively during the phases of design, development, manufacture, installation, testing and preliminary operation. 投标人须在合同签订后两个月内,向招标人提交经投标人的系统保障负责人(RAMS经理)审核批准的系统保证计划。The Bidder must, within * months upon the execution of contract, submit to the Client a system assurance plan which has been examined and approved by the system assurance principal (RAMS Manager) of the Bidder. 系统保证计划的内容须包括但不限于以下各项:The system assurance plan shall include but is not limit to the following items:Ø  负责实施系统保证计划的组织架构、人员、职责及沟通方式;Organizational structure, staff, responsibilities and communication approaches responsible for the implementation of system assurance plan;Ø  负责实施系统保证计划的主要人员的工作简历说明(包括个人的相关详细学历及经验资料);

The Bidder must set up a safety assessment organization independent of this Project. During the implementation and execution period of this Project, it shall conduct the safety assessment on the preliminary design, detailed design, equipment production and manufacture, localization, integration, construction and installation, test and project quality of the project in phases and submit the safety assessment report timely.
Ø  投标人应在本工程试运营前提供本项目载客运营的安全评估报告,在本工程投入载客运营前提供最终安全认证证书。

All potential hazards assessed to have the risk level of R*  or R* must be alleviated to R* or R* as soon as possible through the design.  Only when there is no feasible designing method, it may take into consideration to solve the problem in question through the operation and maintenance procedures, or by providing the training for the operation and maintenance personnel; 
Ø  招标人将不接受剩余风险被评为R* 等级的隐患事项。投标人可要求招标人批准特许剩余风险为R*的隐患事项;在该等级情况下,必须连同有关理由向招标人正式申请,并由招标人审核批准;
The Client will not accept any potential hazard whose residual risk is assessed as Level R* .  The Bidder may require the Client to approve a potential hazard whose residual risk is assessed as R*; under such circumstance, the related reasons must be covered in the formal application to the Client for examination and approval; 
Ø  R*隐患事项一般可以接受,若实际可行并合乎成本效益,投标人仍须寻求机会将该类隐患事项减低至R*等级;招标人有权接受R*隐患事项,但若招标人对任何有特殊考虑的R*隐患事项,可要求投标人提出证据,显示此项目的风险已是“最低实际可行” (As Low As Reasonably Practicable, ALARP);
A potential hazard of R* is generally acceptable. If it is practically feasible and tallies with the cost effectiveness, the Bidder still needs to seek for the opportunity to reduce such potential hazard to the level of R*; the Client has the right to accept a potential hazard of R*. But in case of any special consideration to the potential hazard of R*, the Client may require the Bidder to provide the evidences to show that the risk of this item is already as low as reasonably practicable (ALARP); 
Ø  风险评级为R*的隐患事项均在可接受范围内。在正常情况下,毋需采取额外减轻措施。
The potential hazard with the risk level of R* is within the acceptable scope.  Under a normal circumstance, it is not required to take any additional relief measures.          投标人须将所有隐患(包括由招标人提供的隐患及由投标人识别的新隐患)记录在隐患登记册内,并提交招标人审批。投标人须依照由招标人所提供的标准样本完成隐患登记册(参照系统保证清单*)。The Bidder must record all potential hazards (including the potential hazards provided by the Client and the new potential hazards identified by the Bidder) into the potential hazard register and submit them to the Client for examination and approval.  The Bidder must complete the potential hazard register according to the standard sample provided by the Client (refer to the system assurance list *).          投标人须在隐患登记册内定期更新预防 / 减轻措施的相关数据及进度,并提交给招标人审批。The Bidder must regularly update the related data and progress regarding the prevention/relief measures in the potential hazard register, and submit the updated potential hazard register to the Client for examination and approval.          投标人须参照系统保证清单*,完成《隐患登记册报告》,并与隐患登记册一并提交给招标人。The Bidder must complete the “Report on Potential Hazard Register” with reference to the system assurance list * and submit it together with the potential hazard register to the Client.          量化风险评估Quantified Risk Assessme           投标人须应用量化风险评估分析在隐患分析中被界定为:The Bidder must apply the quantified risk assessment analysis, which is defined in the potential hazard analysis as follows:Ø  剩余风险被评为R* 或R*等级;及The residual risk is assessed as Level R*  or R*; and Ø  会引至乘客 / 员工死亡的隐患事项。The potential hazard which may result in the deaths of passengers/employees. 
若没有隐患或故障符合上述条件,在招标人要求下,投标人须遵照招标人指示进行一些“顶部事件”的故障树分析。分析报告须于最后设计阶段提交给招标人审批。故障树分析 / 量化风险评估报告是安全分析报告的一部份。If no potential hazard or failure meets the above conditions, the Bidder must, at the request of the Client, carry out the fault tree analysis over some “top events” according to the instructions of the Client. The analysis report must be submitted to the Client for examination and approval at the final design stage. The fault tree analysis /quantified risk assessment report is one part of the safety analysis report            故障树分析(FTA, Fault Tree Analysis):投标人在进行量化风险评估时,须应用故障树分析以由上而下(top-down)方式来评估: Fault Tree Analysis (FTA): when the Bidder carries out the quantified risk assessment, it must apply FTA to make assessment in a top-down mode: Ø  由多项故障;或Many faults; or Ø  由多种原因相互影响;或Mutual influence of many causes; or Ø  具有冗余设计的系统;及System with redundancy design; and Ø  会引至乘客 / 员工死亡Resulting in the deaths of passengers/employees. 所引起的组合事件的发生频率。软件、人为因素及环境因素等影响也须包括在分析内。Frequency of combined events caused.  The impacts of software, human factor and environmental factor also must be covered in the analysis          事件树分析(ETA, Event Tree Analysis):投标人在进行量化风险评估时,须应用事件树分析来评估复杂系统(例如:具有冗余设计、故障监测与保护设计的系统的所有潜在后果),人为因素及环境因素等影响须包括在分析内。Event Tree Analysis (ETA): when the Bidder carries out the quantified risk assessment, it must apply ETA to assess a complicated system (for instance: all potential consequences of a system with the redundancy design and fault monitoring and protection design). The Bidder must use the fault tree analysis to assess the occurrence frequency of all possible safety accidents due to the failure/fault of the signaling system.  The analysis must include the fault modes of hardware, software, human factor and environmental factor.  The related analysis result must be recorded into the safety analysis report in detail         隐患分析End of potential hazard analysi     设计或安装控制的减轻措施,投标人须根据以下原则定期检查隐患登记册上的隐患解决工作的进度:For the relief measures regarding the design or installation control, the Bidder must have the regular check over the progress in solving the potential hazard recorded in the potential hazard register in the following principles: Ø  设计完成前,必须解决所有需要做出设计变更的隐患事项;Before accomplishing the design, it must solve all potential hazards which are required to make the design alteration; Ø  开始施工前,必须解决所有R* 及R*的隐患事项;及Before starting the construction, it must solve all potential hazards of R*  and R*; and Ø  开始进行受安装隐患事项影响的工作前,必须实施控制安装隐患事项的所有减轻措施。Before carrying out the work under the influence of potential installation hazard, it must take all relief measures to control the potential installation hazard.        过程控制的减轻措施,初步运营阶段前投标人须以适当程序结束所有需要特定运营及维修过程控制的运营隐患事项,且必须得到招标人的同意。For the relief measures concerning the process control, the Bidder must, prior to the preliminary operation stage, finish all potential operation hazards which require the special operation and repair process control with appropriate programs and must obtain the approval of the Clien         安全原则及规范要求的符合性评估(Deterministic Safety Assessment)Assessment on the conformity with safety principles and specification requirements (Deterministic Safety Assessment)

1.3.7.1            在设计完成前,投标人须根据系统的设计特点或安全要求,识别其相关的潜在隐患,并列举将会被采用的设计、运营安全原则、工业守则或法规,以评估系统设计是否符合相关的安全要求或特点。
Before the completion of design, the Bidder must, according to the design features or safety requirements of the system, identify the relevant potential hazards, and list the design and operation safety principles, industrial rules or regulations to be adopted, so as to assess whether the system design is in compliance with the relevant safety requirements or features.         投标人须依照系统保证清单合同翻译所显示的标准样板完成安全原则及规范要求的符合性评估并递交报告。安全原则及规范要求的符合性评估报告是安全分析报告的一部分。The Bidder must accomplish the assessment on the compliance with safety principles and specification requirements and submit the assessment report in accordance with the standard template shown in the system assurance list 合同翻译. The assessment report on the conformity with safety principles and specification requirements is one part of the safety analysis report. 

1.3.7.3            已识别的安全要求或功能,须进行安全验证,以证明系统/设备的设计符合所需的安全功能/特色要求或标准。安全验证应包括在安全关键设备的型式试验和调试试验中。在试运营前,投标人须完成全部安全验证工作,并确认完全符合所需的安全功能/特色要求或标准。
The safety verification must be conducted on the safety requirements or functions identified so as to prove that the design of system/equipment meet the needed requirements or standards of safety functions/features.  The safety verification shall be included in the type tests and commissioning tests of key safety equipment. Before the trial operation, the Bidder must accomplish all safety verification tasks and confirm that all needed requirements or standards of safety functions/features are fully satisfied. 

1.3.8            安全分析报告。Safety analysis report.1.3.8.1            安全分析报告将收录下列分析报告:The safety analysis report shall include the following analysis reports:Ø  第一部分,安全原则及规范要求的符合性评估;Part * : Assessment on the conformity with safety principles and specification requirements (Deterministic Safety Assessment)

Whether the Bidder has designed, developed, manufactured and tested the signaling system as per the requirements for system safety and reliability formulated by the Client; and 
Ø  是否已实施改善措施,降低界定的隐患至一个合理或招标人可以接受的程度。
Whether the improvement measures have been taken to alleviate the potential hazards defined to a reasonable level or a level acceptable to the Client.

1.4.5.1            信号系统的RAM目标已详细列于系统保证清单* * 中, 投标人必须确保所有目标均能达到。The RAM objectives of signaling system have been listed in the system assurance list * *  in detail. The Bidder must ensure that all of these objectives may be fulfilled         RAM分析。Analysis of RAM.        在设计阶段,投标人须进行RAM分析以预测系统RAM的表现,确保设计能满足RAM目标及设备可靠性目标要求。分析中必须列明设备及相关组件的主要故障模式、故障原因、维修时尽量减轻对运营造成干扰的可能性(即就地维修)、以及单项故障及多项故障同时发生时对系统造成的影响等。人为错误以及由其它设备接口故障所造成的影响亦应纳入分析中。During the design stage, the Bidder must carry out the RAM analysis to predict the performance of the system’s RAM, and ensure that the design can meet RAM objectives and the requirements for equipment reliability objectives. In the analysis, it is required to list out the main failure modes and causes of equipment and related assembly. During the repair, it is required to minimize the possibilities of causing the interference to the operation (that is, on-site repair) and the impacts on the system when single failure and multi-failure happen at the same time. The influences caused by human error and failure of other equipment interfaces shall also be covered into the analysis. 

1.4.6.2            通过RAM分析,投标人可以估计系统可能达到的RAM表现,确定系统的薄弱环节,并确定最大改进潜力的子系统。如发现任何潜在缺点,必须提出矫正行动,例如更改设计,并落实执行。
Through RAM analysis, the Bidder may estimate the RAM performance that the system may reach, ascertain the weakness of the system, and determine the subsystem with the greatest improvement potential. If any potential shortcoming is found, it is required to put forward the correction actions (such as the change of design) and implement such actions. 

1.4.6.3            投标人须在设计阶段提供分析报告,说明系统配置应怎样满足其总体RAM的要求并详述RAM表现的预测结果,并在余下工程阶段更新报告。分析报告须递交招标人审批。
The Bidder must provide the analysis report at the design stage, to describe how the system configuration can meet the general RAM requirements and to detail the prediction results of RAM performance, and must update the report in the remaining phases of the project. The analysis report must be submitted to the Client for examination and approval. 

1.4.6.4            此外,若实际可行,必须在整项工程计划期间采取故障导向安全(fail­safe)概念。这一概念的基础是采用故障模式完善的组件,无论任何部分发生故障,都可保持安全状况。
 In addition, if it is practically feasible, it is required to adopt the fail-safe concept during the plan of the whole project.  The basis of this concept is to adopt the assemblies with complete failure modes, which may keep safe no matter which part fails. 

1.4.6.5            对可能影响系统安全及有效运营的人为因素,投标人须应用有关设计标准作为首要考虑。有需要时,投标人可被要求进行特别的人为因素分析,以确保重要系统复杂的人机接口,在设计上已尽量减低人为错误。
For any human factor which may influence the system safety and effective operation, the Bidder must first take into consideration the application of related design standards.  If necessary, the Bidder may be required to carry out the special analysis on human factor to ensure that the complicated man-machine interfaces of important systems have minimized the human errors in terms of design. 

1.4.6.6            任何对安全构成影响的故障模式必须记录在隐患登记册上。
Any failure mode influencing the safety must be recorded in the potential hazard register. 

1.4.6.7            投标人进行RAM分析时,须使用相同或类似设备的故障记录及实际运营期间所得的故障数据,并记录数据来源,以确定可证实及追查这些资料。
When the Bidder carries out RAM analysis, it must use the fault record and fault data obtained during the actual operation of identical or similar equipment, and keep record of data sources, so as to make sure that these data can be verified and investigated.  

1.4.6.8            RAM分析方法

1.4.6.8.1        故障模式、影响及重要性分析(FMECA):
Failure mode, effects and criticality analysis (FMECA): 
Ø  故障模式、影响及重要性分析(FMECA)运用归纳法,首先确定潜在的问题,继而进行分析,最后计算出可能造成的影响及严重性。投标人使用故障模式、影响及重要性分析或其它认可的分析方法时,除涵盖其本身的系统外,亦须包括与其它系统的接口;
The failure mode, effects and criticality analysis (FMECA) uses the induction first to ascertain the potential problem, then to conduct the analysis, and finally to calculate the possible effects and criticality.  When the Bidder uses the failure mode, effects and criticality analysis or other recognized analysis methods, it shall cover the interfaces with other systems in addition to its own system. 
Ø  故障模式、影响及重要性分析须包括每一个系统全部潜在故障模式。特别是故障后果导致列车延迟超过二分钟,这些故障模式必须在RAM分析中考虑;
The failure mode, effects and criticality analysis must include all potential failure modes of every system.  In particular, if such failures may result in the fact that a train is delayed for over * minutes, these failures must be considered in RAM analysis; 
Ø  分析应达到可更换组件(Line Replacement Unit)层面。分析应以“由下而上”方式找出低层设备对整个地铁运营系统的影响,软件及人为因素故障模式等也须包括在内。不同的组件故障模式,其影响应传达到系统或设备的下一级。这一过程将一直持续,直到能确定对系统功能的总体影响时为止。冗余设备的影响应纳入分析结果内;
The analysis shall reach the layer of Line Replacement Unit.  In the analysis, it is required to find out the influence of low-level equipment on the whole metro operation system in the “down-top” mode. The failure modes of software and human factor must also be covered.  For the failure modes of different assemblies, their influences shall be transmitted to the next level of the system or equipment.  This process will continue until that the general influence on the system functions can be ascertained.  The influence of redundant equipment shall be covered into the analysis result; 
Ø  分析也应考虑故障对乘客和员工的影响,包括运营延迟,还应对恢复系统至正常运营状态所需的时间进行评估;
The analysis shall take into consideration the influence of failures on the passengers and employees, including the delay of operation, and shall also assess the time required for restoring the system to the normal operation state;

The Bidder must accomplish the failure mode, effects and criticality analysis according to the standard template shown in the system assurance list * 0;

The Bidder must submit the report on failure mode, effects and criticality analysis at the stage of preliminary design and update the report in the remaining phases of the project. 

1.4.6.8.2        其它RAM分析方法
Other RAM analysis methods 
其它分析方法如可靠性方块图,故障树分析等皆可用于评估特定的故障模式。投标人须针对特别需求选择合适的分析工具。
Other analysis methods (such as the reliability block diagram and fault tree analysis) also may be used for assessing the specific failure mode.  The Bidder must select the appropriate analysis tool in allusion to the special requirements. 

1.4.7            可靠性增长管理
Reliability growth management 

1.4.7.1            投标人应在设计阶段纳入可靠性增长管理要求,提供在样机(prototype)开发阶段查找系统不足或故障的机会机会,从而优化系统,以确保系统能符合相关的可靠性要求。投标人在投标时须提供其预测的信号系统可靠性增长曲线(至少应包括一个大修周期)。
The Bidder shall cover the requirements of reliability growth management at the design stage, provide opportunities for finding insufficiency or fault during the stage of prototype development, so that the system may be optimized to ensure that the system may satisfy the related reliability requirements.  The Bidder shall, during the bidding, provide the reliability growth curve of the signaling system predicted by it (at least including one overhaul period). 

1.4.7.2            可靠性增长管理应包括但不限于说明需要接受测试的系统 / 子系统、测试时间表(由样机开发期至施工期)、建议的测试方法、时间及可接受标准等。
The reliability growth management shall include, without the limitation, the descriptions of system/subsystem to be tested, test schedule (from the prototype development period to the construction period), suggested test method, time and acceptable standards.   

1.4.7.3            过程可参考标准MIL-STD-* *合同翻译及MIL-STD-法律合同翻译丰基翻译** 所示的技巧和方法。
The process may refer to the skills and methods shown in the standard MIL-STD-* *合同翻译 and MIL-STD-法律合同翻译丰基翻译** . 

1.4.8            可靠性、可用性及可维修性证明计划。
Verification plan on reliability, availability and maintainability.

1.4.8.1            投标人须在质保期开始前合同翻译0天递交可靠性、可用性及可维修性证明计划,包括与信号系统的RAM相关的试验和论证。可靠性、可用性及可维修性证明计划应详细说明在质保期开始后实现RAM目标的证明方法及程序。
The Bidder must submit the verification plan on reliability, availability and maintainability 合同翻译0 days before the warranty period is started, including the tests and demonstration related to RAM of signaling system.  The verification plan on reliability, availability and maintainability shall have detailed description of the verification methods and procedures for realizing RAM objectives after the warranty period is started. 

1.4.8.2            可靠性、可用性及可可维修性证明计划应至少包括以下内容:
The verification plan on reliability, availability and maintainability shall at least include the following items: 

Ø  进行及监管证明工作的组织架构和主要人员;
Organizational structure and major personnel for carrying out and supervising the verification; 
Ø  角色和职责;
Roles and responsibilities; 
Ø  须证明符合可靠性、可用性及可维修性目标 (即系统保证清单* * 所列的RAM目标);及
Objectives of reliability, availability and maintainability to be verified (that is, RAM objectives listed in the system assurance list * * ); and 
Ø  证明方法、接受标准、RAM表现数据收集及相关报告。
Collection and related report of verification methods, acceptance standards and RAM performance data. 

1.4.8.3            在计算RAM表现时,如果事故是由以下原因导致,可获豁免:
During the calculation of RAM performance, if the accident is caused due to the following reasons, it may be exempted:  

Ø  不可抗力引发的事件如:战争、暴乱、强烈地震等;
Events caused by force majeure, such as war, riot and violent earthquake; 
Ø  完全失去外来电源;
Complete loss of external power supply; 
Ø  公众(包括乘客)的行为,例如自杀、身体不适;
Behaviors of the public (including passengers), such as suicide and poor health; 
Ø  超出运营单位管辖范围的机关所采取的行动,例如公安行动。
Actions taken by the organs beyond the jurisdiction scope of the operation unit, such as actions of the public security officers. 

1.4.8.4            各项可维修性试验须在交付系统后*个月内完成。试验应包括各项预防性维护、清洁和实际或模拟型具有代表性的矫正维护。在进行可维修性试验时,应参照MIL-STD-*法律合同翻译丰基翻译* 标准。
All maintainability tests must be accomplished within * months after the system is delivered.  The tests shall include all preventive maintenance, cleaning and typical corrective maintenance either actual or simulative.  During the maintainability test, MIL-STD-*法律合同翻译丰基翻译*  standard must be used for reference. 

1.4.9            可靠性、可用性及可维修性 (RAM) 表现证明
Performance verification of reliability, availability and maintainability (RAM)

1.4.9.1            RAM证明期应在交付系统后第* 月的月初开始计算,直至到质保期满为止。
The RAM verification period shall start from the beginning of the first month as of the system delivery to the expiration of the warranty period. 

1.4.9.2            投标人须证明信号系统符合RAM的目标 (即系统保证清单* *  所列的 RAM 目标)。
The Bidder must verify that the signaling system satisfies the RAM objectives (that is, RAM objectives listed in the system assurance list * * ). 

1.4.9.3            在RAM证明期内,招标人会记录有关信号系统的各种事故和故障,并提供投标人做分析及确认。投标人应在收到更新故障记录后法律合同翻译丰基翻译天内对有关故障进行分析及递交报告给招标人审批。
During the RAM verification period, the Client will record all accidents and failures concerning the signaling system and provide them for the Bidder for analysis and confirmation. The Bidder shall analyze the related failures and submit the analysis report to the Client for examination and approval within 法律合同翻译丰基翻译 days after receiving the updated records on failures. 

1.4.9.4            从RAM证明期的第* 个月开始,投标人应在每个月末评估信号系统故障记录,计算可靠性、可用性及可维修性表现并与目标值进行比较。
From the first month of RAM verification period, the Bidder shall assess the failure records of the signaling system, calculate the reliability, availability and maintainability performance and compare them with the target values at the end of each month. 

1.4.9.5            投标人并须确保每月的可靠性、可用性及可维修性表现在质保期最后*个月内连续达标,及在质保期内的**个月的平均值达标。若未能在质保期满时实现某项RAM目标,投标人须每月继续进行RAM确定,直至最后*个月内连续达标,及最后**个月的平均值达标为止。在此等级情况下,最长的RAM继续监控时期为*个月。
The Bidder must ensure that the monthly reliability, availability and maintainability performance will continuously reach the standards within the last * months of the warranty period, and that the mean value of ** months within the warranty period will be up to the standard.  If any RMA objective is not satisfied within the warranty period, the Bidder must continue to ascertain RAM each month until it reaches the standard within the last * months consecutively and the mean value of the last ** months is up to the standard.  In case of such level, the longest continuous RAM monitoring period shall be * months. 

1.4.9.6            如果任何一项RAM目标未能达到,投标人应自行承担费用采取其认为必要的措施以达到RAM要求。
If any RAM objective is not satisfied, the Bidder shall take measures deemed by it as necessary to reach the RAM requirements at its own expense. 

1.4.10         可靠性、可用性和可维修性(RAM)证明报告。
Verification report on reliability, availability and maintainability (RAM).  

1.4.10.1         投标人须在质保期满后一个月内递交可靠性、可用性和可维修性证明报告。该报告须提供依据,证明已达到了各项RAM目标,还须包括有关资料和计算。
The Bidder must submit the verification report on reliability, availability and maintainability within one month after the warranty period expires.  This report must provide the basis to prove that each RAM objective has been fulfilled.  The relevant materials and calculations must also be included. 

1.4.10.2         在质保期内,投标人须每个月递交监控RAM表现、确定补救措施有效性的临时报告。
The Bidder must submit the provisional report on the monitoring of RAM performance and the effectiveness determination of remedial measures every month within the warranty period.

1.4.10.3         投标人须在RAM证明报告及每月监控RAM表现的临时报告内对每个故障做出细节的叙述。故障细节须包括:每个故障发生的时间、日期、对列车服务的延误、维护员工到达现场的反应时间、修复时间、故障起因、症状、警报及补救措施等。
The Bidder must give a detailed description on each failure in the RAM verification report and the provisional report on the monthly monitoring of RAM performance.  The details of failure must include: the occurrence time and date of each failure, delay of train service, response time of maintenance personnel arriving at the failure site and repairing time as well as causes, symptoms, alarm and remedial measures of failure. 

1.4.11         故障报告与修正措施系统(Failure Reporting And Corrective Action System (FRACAS))。

1.4.11.1         投标人须在规定的工程阶段建立故障报告与修正措施系统,以便提供系统/设备的数据,包括问题和故障及其相关修正措施,还包括问题或故障发生的原因和方式。
The Bidder must establish the failure reporting and corrective action system (FRACAS) at the specified project stage, so as to provide the system/equipment data, including the problem and failure and their related corrective actions as well as the occurrence causes and modes of problem or failure. 

1.4.11.2         故障报告与修正措施系统应用于监控设备的安全性和RAM表现,包括设计阶段(因预测性分析的结论而进行更改)、测试及启动和投入运营期。该系统用于监控设备/组件的性能,确定故障模式,以便采取修正措施改进系统的表现。
The failure reporting and corrective action system (FRACAS) is applied for monitoring the safety and RAM performance of equipment, including the design stage (subject to the modification depending on the conclusion of predictive analysis), test, startup, and period of putting into operation.  The system is used for monitoring the performance of equipment/assembly to ascertain the failure mode, so as to take corrective actions to improve the system’s performance. 

1.4.11.3         主要修正措施须在可靠性、可用性和可维修性证明报告内概述。
The main corrective actions must be briefly described in the verification report on reliability, availability and maintainability. 

1.5            系统保证分析的基本条件及规则

The objectives of equipment reliability described in Section * .* of the system assurance list * *  are to be calculated on the basis of Mean Time Between Failures.  The calculation formula is as follows:

故障是指包括任何需要运营或维护人员提供协助(即非正常模式)以维持或恢复系统 / 设备运行的故障。所有假报警或指示错误也包括在内。外来因素引起的事故,例如外来电力中断,水淹或员工错误等,则不纳入计算。
Failure refers to any fault that requires the operation and maintenance personnel to provide the assistance (that is, abnormal mode) to maintain or restore the system / equipment operation.  All false alarms or instruction errors are also covered.  The accidents caused by external factors (such as the interruption of external power, flooding, or errors of employees) are not covered into the calculation. 

1.6            系统保证审核
Examination and Approval of System Assurance

1.6.1            招标人代表将在信号系统设计、开发、生产和测试阶段进行审核,以确认投标人已符合并执行相关的系统保证要求。招标人代表将于执行审核的七个工作日前通知投标人有关审核安排。投标人须提供一切相关的协助,以使招标人或其代表能完成审核如安排适当的员工参加会面,提供相关的文件等。
The Client’s representative shall conduct the examination and approval during the design, development, manufacture and test of signaling system, so as to ensure that the Bidder has already met and executed the relevant system assurance requirements. The Client’s representative will notify the Bidder of related examination and approval arrangement 法律合同翻译丰基翻译 working days before the execution of examination and approval. The Bidder must provide all the relevant assistances, so as to make sure the Client or its representative can complete the examination and approval (such as the arrangement of suitable employees to attend the meeting and provision of relevant documents).

1.6.2            在审核完毕时,招标人代表将提出各项关于系统保证的改善行动。投标人须递交证据以确保所有改善行动已在双方同意的时限前执行(例如在时限前递交相关文件)。
After the completion of examination and approval, the Client’s representative will put forward various improvement actions related to the system assurance. The Bidder must submit the evidences to ensure all the improvement actions have been executed within the time limit as mutually agreed (such as, the submission of relevant documents within the time limit.)

1.7            可扩展性
 Expandability

1.7.1            系统软件、硬件应是标准的模块化设计,易于功能和范围的扩展。
The system software and hardware shall be of standard modular design, and easy to be expanded in terms of functions and scope.

1.7.2            安装在列车上、沿线轨旁、车站、控制中心、停车场及车辆段的设备,在设计时应留有扩展能力,以适应扩展。投标人应在系统设计和配置中做相应考虑,以满足有关设备在扩展时的要求,并在技术建议书中做出说明。
The equipment installed on the trains, along the trackside and at the stations, control centre, stabling yard and depot shall have the expandability to be reserved in the design for being adapted to the expansion.  Therefore, the Bidder shall have the corresponding considerations in the system design and configuration, so as to satisfy the requirements of relevant equipment at the time of expansion and give the explanations in the technical proposal. 

1.7.3            在系统设备进行扩展时及扩展后应不影响整个信号系统设备的运行和满足扩展后的整个线路的运营要求。
The system equipment shall not, upon and after the expansion, affect the operation of the whole signaling system equipment, and shall satisfy the operation requirements of the whole line after the expansion.

Unsuitability for the continuous service 运营中的列车因故障而不适合继续提供服务。不适合继续提供服务的列车故障包括但不限于:
A train in operation is not suitable to continue providing the service due to the failure. The train failures unsuitable to continue providing the service include but are not limited to: 
a)所有能危及行车安全及/或正常运作的故障,例如:制动系统、联锁/保护电路、冒烟及紧急设备故障等;
a) All failures that may endanger the operation safety and/or normal operation, such as the failures of braking system, interlocking/protection circuit, smoking and emergency equipment; 
b)所有能引致列车不能符合最低间隔(headway)时间要求的故障,例如:车载列车信号设备故障引致列车不能依照原定速度行走等。
b) All failures that may cause the fact that the train cannot meet the minimum headway requirements. For example, the failure of on-board train signalling may result in the fact that the train cannot travel at the given speed, etc. 
c)如继续服务,将毁坏列车或其它铁路设备的故障,例如:制动系统未能松开。
c) Failures that may destroy trains or other railway equipment in case that the service is continued. For example, the braking system fails to be loosened.

3                   基本RAM计算方法
Basic RAM Calculation Methods 
 
3.1           平均无故障时间(MTBF, Mean Time Between Failure):
Mean Time Between Failures (MTBF) 
 
任何需要运营或维护人员提供特别协助(即非正常模式)以维持或恢复系统/设备运作的故障,包括所有假警报或指示(indication)错误,均需纳入平均无故障时间的计算之内。外来因素引起的事故,例如:外来电力中断,水淹或员工错误等,则不需纳入计算。故障将会导致设备停止提供其既定的功能,包括以下因素所引起的故障:
Any failure which requires the operation or maintenance personnel to provide the special assistance (that is, abnormal mode) to maintain or restore the system/equipment operation (including all false alarms or indication errors) shall be covered into the calculation of MTBF.  The accidents caused by external factors (such as the interruption of external power, flooding or errors of employees) do not need to be covered into the calculation.  The failures (including the failures caused by the following factors) will lead to the fact that the equipment will stop providing its established functions:

3.2           平均修复时间(MTTR,Mean Time to Repair):

在计算矫正维护平均修复时间时,须包括诊断时间、组件修理及替换时间、以及在现场的调整及测试时间在内。运营及/或维护人员到达现场前的反应时间则不包括在内。
During the calculation of MTTR of corrective maintenance, it is required to include the diagnosis time, assembly repair and replacement time, and on-site adjustment and test time.  The response time before the operation and/or maintenance personnel arrive at the site is not covered. 
3.3           平均停机时间(MDT,Mean Down Time):

将平均修复时间(MTTR)的定义扩展至包括运营及/或维护人员到达现场前的反应时间。
The definition of MTTR is extended to include the response time before the operation and/or maintenance personnel arrive at the site.
